37. The recommendations of the committee shall be made by a majority vote of its members within 60 days following the date of completion of the hearing. The recommendations shall include the reasons therefor, shall be signed by the members of the committee who concur in them and shall be sent without delay to the board of directors and to the occupational therapist in question.
